Governance and change process
XCIM was initiated by We Are 14 Inc. and remains in founder-led Phase 0 governance during v0.x.
Current control
We Are 14 Inc. currently controls the xcim.org and
xcim.net properties and coordinates editing and approval of
the v0.1 draft. No independent foundation, standards body or formal
working group is claimed.
Changes during Phase 0
- Normative decisions are recorded as versioned architecture decisions.
- Breaking semantic or byte-level changes require an explicit version and changelog entry.
- The product owner approves Phase 0 normative decisions after technical review.
- Public issue and contribution infrastructure is not yet open; proposals may be submitted through the contact route.
License and release keys
The final public specification license and release-signing policy have not yet been approved. They must be published before the canonical v0.1 release; “open” does not imply an unstated license.
Intended evolution
After reproducible vectors and external pilots, governance is intended to include public proposals, documented maintainer admission/removal and broader multi-issuer review. That future process is not represented as existing today.
