Publication rule: pending material must not be cited as
a stable standard. Versioned normative documents will remain immutable
once published.
Document conventions
Normative requirements will use established RFC key words only when the specification and supporting artifacts are ready for interoperable review. Dates and maturity labels are included on every document. The shared profile source is published at identity-evidence.json.
